People in Virginia buy marketplace coverage through Virginia's Insurance Marketplace. Open enrollment runs from November 1 through January 29. Cardinal Care covers adults with income up to 138% of the poverty level. For 2027, marketplace plans in Virginia come from 6 insurers: Anthem (HealthKeepers / Anthem Health Plans), CareFirst BlueCross BlueShield (BlueChoice / GHMSI), Kaiser Permanente, UnitedHealthcare (Optimum Choice), Oscar Health and Sentara Health Plans. Not every insurer sells in every county. Short-term health plans are sold with state limits on how long they can last (up to 3 months initially). They are not ACA-compliant coverage.
Agent licensing in Virginia
